Working Time Reduction in Korea from the Perspective of Flexicurity

Abstract
Flexicurity is trade-off between flexibility and security in labour market which are conflicting each other. In countries like Netherlands, Denmark, Belgium and Germany, different types of flexicurity have been formed after long bargaining process under different socioeconomic circumstances of each countries. This study analyzed long time work from the perspective of flexicurity and prospected possibility of working time reduction in Korea on the basis of experiences in other countries. Long time work in Korea is trade-off between low numerical external flexibility and high internal flexibility and high wage flexibility on employer side, and low income security and low combination security on employee side. For reduction of working time, internal flexibility should be turned downwards through guaranteeing working time rights of employees, and wage flexibility have to be more lower and income security should be more higher. At the same time, discrimination against nonstandard workers including part-time workers should be abolished.
